<p>BAHAWALNAGAR    &#8211;   Citizens are concerned over the rapid rise in the number of AIDS cases with 24 cases reported recently in the district.</p>
<p>The Health Department has confirmed 15 prisoners in the district jail and nine citizens as having HIV on Monday.</p>
<p>Bahawalnagar Health Department had diagnosed 24 patients with AIDS during the last eight months. Out of these cases, 10 were discovered during the past two months.</p>
<p>District Officer Health Dr Waheed Afsar Bajwa said that 15 of the AIDS patients were prisoners at the Bahawalnagar District Jail, adding that nine citizens were also diagnosed with AIDS.</p>
<p>He said that those diagnosed with the disease were between the ages of 20 and 30 years and one patient out of the total 24 was a woman. The Nation has also acquired the list of the patients diagnosed with AIDS.</p>
<p>Dr Waheed said that the use of surgical instruments by quacks was the main reason behind these cases, adding that the frequent use of disposable syringes also caused infection. He said that on instructions of the Punjab government, measures were being taken to eradicate the disease.</p>
<p>Meanwhile, according to the jail sources, the prisoners diagnosed with AIDS were not separated from rest of the prisoners-a serious threat to the wellbeing of other inmates. Superintendent Jail Zubair Cheema, while talking to The Nation, refuted the presence of any prisoner diagnosed with AIDS.</p>
<p>He said that according to the results of blood sampling of prisoners, no prisoner was infected with AIDS. He, however, said that PCR and other tests were yet to be conducted for Hepatitis and AIDS.</p>
<p>He said that according to the notification of the Punjab government, prisoners were held separately until screening tests for Hepatitis and AIDS.</p>
<p>It is pertinent to mention here that the Health Department has not taken steps for the eradication of the spread of AIDS among inmates and citizens, and all their efforts are limited to the files only.</p>
<p>The increase in the number of AIDS cases has also not prompted the department to constitute a ward for patients.</p>
<p>CEO Health Dr Waseem told The Nation that no separate ward was established for AIDS patients because those diagnosed with HIV virus were at early stages of the disease and did not need to be hospitalised. He said that no patient had been identified so far who needed to be admitted to a hospital.</p>
<p>Citizens and social circles across the district have demanded that Health Secretary take notice of the lethargic attitude of the Health Department who are not taking measures to control the spread of the disease.</p>

<p>New Delhi: With an aim to bring down incidence of HIV/AIDS by 20,000 per year for the next two years, the Union Health Ministry is reaching out to targeted areas like prisons and women remand homes as cases in these places are much higher as compared to the general population, said a senior Health Ministry official.<br /><br />As of now, there are about 2.1 million patients suffering from the disease, however, only 1.3 million are registered with Antiretroviral Therapy (ART) centres and getting the treatment as per the National Aids Control Organization (NACO), said the official adding that there is so much of social stigma around it that people don&#8217;t come out openly for the treatment.<br /><br />&#8220;We have to develop a system of identifying patients and reaching out to the targeted areas like prisons and women remand homes because cases here are 5 to 6 times more than that among general population. We are working on it and screening patients in these areas and giving them appropriate treatment,&#8221; the official said. <br /><br /></p>

<p>Apart from this, the ministry has directed all private and government medical colleges to operationalise Antiretroviral Therapy (ART) centres in their respective institutes for the treatment of HIV patients.<br /><br />&#8220;In the coming days, all government and private medical colleges will have ART centres only for the treatment of HIV patients. HIV prevention is a community-driven programme. The major challenge is to eliminate the gap. People who suffer from the disease do not even come out for the treatment because of social stigma. Greater number of ART centres will help the government in identifying patients and get them adequate treatment to further reduce the burden of the disease. Hence, it requires aggressive awareness campaign,&#8221; said the official adding that so far Central government has 540 ART centres across the nation.<br /><br />ART centres have been established to provide free treatment to persons living with HIV and AIDS. The main objective is to remove stigma and discrimination, to safeguard rights of People Living with HIV (PLHIV) and those affected by HIV.<br /><br />According to NACO report, during the 2016-17 period, about 184,092 general individuals were detected as HIV positive. However, during 2017-18 (till August 2017) around 80,955 were diagnosed HIV Positive. </p>

<p>A new medication for treatment of the Human Immunodeficiency Virus (HIV) was placed on sale in Japan from April. But the government has been slow to approve other effective methods for dealing with HIV that have achieved favorable results in foreign countries.</p>



<p>To learn more about the current status of HIV/AIDS in Japan, Nikkan Gendai (June 28) met with Dr Shinichi Oka, director-general of AIDS Clinical Center at the International Medical Center of Japan in Tsukuba, Ibaraki Prefecture.</p>



<p>HIV carriers whose conditions go undiagnosed or untreated may eventually develop one or more of 23 afflictions, such as&nbsp;malignant lymphoma and others to which carriers are most vulnerable.</p>



<p>&#8220;What&#8217;s important is to begin a regimen of treatment before AIDS develops,&#8221; Oka is quoted as saying. &#8220;With the right treatment and support, people living with HIV can enjoy normal lives.&#8221;</p>



<p>Once a drug regimen is initiated, within three to six months the volume of HIV in the blood is reduced to &#8220;untraceable&#8221; levels. Use of a condom during sex is generally considered sufficient to prevent infecting one&#8217;s partner. Likewise the statistical likelihood of a pregnant female HIV carrier receiving treatment to transmit the HIV to her fetus is below 1%.</p>



<p>&#8220;There&#8217;s no chance of the virus developing resistance,&#8221; says Oka. &#8220;As in the past, missing one dosage won&#8217;t result in a problem. Moreover development is progressing with new drugs that will only need to be administered by injection once a month, or every other month.&#8221;</p>



<p>&#8220;In the case of Japan, some 30% of patient infections are diagnosed after the appearance of full-blown AIDS,&#8221; Oka points out. &#8220;There are certain areas where this phenomenon occurs more common than others. Over the past decade, the situation in Japan related to AIDS has not changed, and the number of new cases reported remains the same as before.&#8221;</p>



<p>The methodology for reducing the number of new cases is clear. The first step calls for early diagnosis of HIV and initiating a full treatment regimen. In Japan for some reason, this appears to be a high hurdle.</p>



<p>A free, anonymous blood test can only be conducted at public health offices, but people make various excuses for not going, such as &#8220;I can&#8217;t make the time.&#8221; (The offices are closed on weekends.) Or, &#8220;If people find out, I&#8217;ll be in trouble.&#8221; Or, &#8220;There&#8217;s a chance I&#8217;ll run into someone I know at the public health office.&#8221; And so on.</p>



<p>In many foreign countries, a number of test options are available such as diagnosis by mail using a saliva test kit &#8212; something that has yet to receive government approval in Japan.</p>



<p>Also available overseas is Truvada, a PrEP (an acronym for preexposure prophylaxis)&nbsp;prescribed to high-risk individuals. This has been strongly promoted by the World Health Organization and already approved in over 40 countries. But not Japan. If purchased out-of-pocket (without insurance coverage), a daily PrEP dosage costs about 3,800 yen; individuals who want it can purchase generic varieties online from overseas and it can enter the country legally as a &#8220;personal import.&#8221; But physicians are reluctant to recommend drugs that have yet to be approved and the average person cannot easily come by useful information.</p>



<p>&#8220;In many African countries with a serious AIDS problem, the number of cases has been reduced by half from the peak,&#8221; says Oka, who added. &#8220;In some parts of the U.S., Australia and Europe, where preventative medication is available, new cases have been drastically reduced.&#8221;</p>



<p>Japan, meanwhile, continues to cling inflexibly to two strategies: &#8220;Get a test at the public health office&#8221; and &#8220;Use a condom.&#8221; The data on new cases indicate that reliance on these is ineffective in reducing the contagion.</p>



<p>At the very least, Nikkan Gendai concludes, Japan should approve the simple and inexpensive saliva test and adopt the strategy of making preventative drugs available to high-risk individuals with multiple sex partners.</p>
