Ukraine\n has announced that it is to allocate $16 million to the country\u2019s AIDS \nresponse for 2019-20, which will sustain and expand HIV prevention and \nsupport services for key populations as well as care and support \nservices for people living with HIV.<\/p>\n\n\n\n
The procurement of HIV services for key \npopulations and people living with HIV from suppliers, including \nnon-governmental organizations, will be managed by the Ministry of \nHealth\u2019s Centre for Public Health, using public procurement procedures. \nThe new process will begin in July.<\/p>\n\n\n\n
The move is an important part of Ukraine\u2019s transition from donor funding to a nationally funded AIDS response. <\/p>\n\n\n\n
“Ukraine has taken an important step \ntowards moving from international funding to a nationally coordinated \npolicy and ownership,\u201d said Vladimir Kurpita, director of the Centre for\n Public Health at the Ministry of Health.<\/p>\n\n\n\n
The list of services covered by the new \npolicy includes targeted HIV information services and consultations, \nharm reduction programmes, including needle exchange and distribution, \nthe distribution of condoms and lubricants, HIV testing and screening \nfor tuberculosis. Key populations prioritized include gay men and other \nmen who have sex with men, sex workers, and people who inject drugs. HIV\n care and support services include strengthening treatment adherence and\n retention under medical supervision and the involvement of partners of \npeople living with HIV in health care services.<\/p>\n\n\n\n
Mr Kurpita promised a smooth transition \nand said that the government would procure quality-assured services from\n local non-governmental organizations with the relevant experience and \ncapacity to deliver.<\/p>\n\n\n\n
\u201cNobody who was reached through \nprevention, support and care services that were funded by external \ndonors should ever be cut off from the transition to government \nsupport,\u201d he said.<\/p>\n\n\n\n
The head of the All Ukrainian Network of \nPeople Living with HIV, 100% Life, Dima Sherembey, encouraged everyone \nto engage in the process.<\/p>\n\n\n\n
“If you are an NGO service provider, \nengage in bidding; if you are a representative of the donor community in\n Ukraine, motivate your partners and subcontractors on the ground; and \nif you have resources and knowledge, provide technical support and \nassistance to bidders so that they can be successful recipients and \nimplementers of this important wave of government funding,\u201d he said.<\/p>\n\n\n\n
UNAIDS country director Roman Gailevich welcomed Ukraine\u2019s commitment to increase domestic funding for the AIDS response.<\/p>\n\n\n\n
\u201cWe are entering a new era of the national\n response to HIV in Ukraine,\u201d he said. \u201cWe hope Ukraine will not only \nshow that this new model of procurement of HIV services is viable, but \nthat it will also serve as an example to other countries in the region.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
