Dr. Ion Moraru

Dr. Ion Moraru is a senior interventional cardiologist at the Republican Clinical Hospital Timofei Mosneaga in Chisinau, Moldova's largest and most comprehensive public hospital. With 18 years of clinical experience, he is one of Moldova's leading cardiologists.

Moldova has a small but dedicated medical community, and the Republican Clinical Hospital serves as the primary tertiary referral center for complex cardiovascular cases. Dr. Moraru has been a key figure in developing interventional cardiology services in Moldova, working to align clinical practice with European Society of Cardiology guidelines.

He completed interventional cardiology training at the University Hospital in Iasi, Romania — the closest major medical center to Chisinau and historically linked to Moldova through shared language and medical culture. He subsequently undertook further training at the Fundeni Clinical Institute in Bucharest.

Dr. Moraru is a member of the ESC and the Moldovan Society of Cardiology. He is known for his commitment to elevating cardiac care standards in Moldova and for his work training younger cardiologists. He speaks Romanian as his native language in addition to Russian and English.

Dr. Moraru graduated from Nicolae Testemitanu State University of Medicine and Pharmacy in Chisinau in 2003. He completed his cardiology residency at the Republican Clinical Hospital and undertook interventional cardiology training at the University Hospital of Iasi, Romania (2007–2008) and a further observership at Fundeni Clinical Institute, Bucharest (2012). His PhD from Nicolae Testemitanu University in 2010 focused on echocardiographic assessment of cardiac function in heart failure. He is certified by the Ministry of Health of Moldova in cardiology and is a member of the European Society of Cardiology.

Dr. Moraru's interventional cardiology practice encompasses the full range of coronary interventional procedures. He performs coronary angiography for diagnostic assessment of coronary artery disease, primary PCI for acute STEMI, elective coronary angioplasty for stable angina, and complex multi-vessel PCI with drug-eluting stent implantation. He manages heart failure with evidence-based pharmacotherapy, hypertension, atrial fibrillation, and valvular heart disease. He performs comprehensive transthoracic echocardiography and Doppler studies and coordinates with cardiac surgeons for patients requiring bypass surgery or operative valve repair.

Dr. Moraru has published over 18 peer-reviewed articles in Moldovan and Romanian cardiology journals. His research focuses on primary PCI outcomes for STEMI in Moldova, cardiovascular risk factor management in the Moldovan population, and the challenges of establishing interventional cardiology services in resource-limited post-Soviet healthcare systems. He collaborates with cardiologists in Romania and Ukraine and participates in joint educational programs supported by the European Society of Cardiology.

Dr. Moraru speaks Romanian, Russian, and English, making him accessible to Moldova's diaspora community in Western Europe, to Russian-speaking patients from former Soviet republics, and to English-speaking patients. Video consultations are available for cardiac second opinions, enabling patients abroad to discuss ECG reports, echocardiography findings, and coronary angiography results remotely. He provides guidance to patients considering cardiac procedures at centers in Romania, Germany, or Turkey and assists with referral coordination and communication between Moldovan and foreign cardiology teams.

Dr. Moraru received the Moldovan Society of Cardiology Award for Clinical Excellence in 2018, recognizing his sustained contributions to interventional cardiology in Moldova. He was commended by the Republican Clinical Hospital Timofei Mosneaga for his leadership in developing the hospital's catheterization laboratory and expanding primary PCI capacity for STEMI management. He has received recognition from the European Society of Cardiology for his contributions to ESC guideline implementation in Moldova and is an active contributor to cardiology resident education at the Republican Clinical Hospital.
