Dr. Peniamina Telavi

Dr. Peniamina Telavi is a general practitioner at Princess Margaret Hospital in Funafuti — Tuvalu's only hospital and the sole medical facility in this small Pacific atoll nation of approximately 11,000 people. With 8 years of experience, he manages essentially all medical presentations for the Funafuti population, with a particular focus on child and adolescent health and non-communicable disease — the dominant health burdens in Pacific island nations. Tuvalu has among the Pacific's highest rates of type 2 diabetes (including in adolescents), obesity, hypertension, and asthma. Rising sea levels and climate displacement also create mental health pressures. As one of the few doctors serving the entire nation, Dr. Telavi works closely with nurses, community health workers, and visiting specialist teams from Fiji and New Zealand to ensure comprehensive care. He coordinates medical evacuations to Fiji for cases beyond local treatment capacity, which is a critical function in this isolated nation.

Dr. Telavi completed his MBBS at Fiji National University's College of Medicine, Nursing and Health Sciences — the regional training institution for Pacific island doctors. He subsequently completed a Postgraduate Certificate in Child and Adolescent Health at the University of Auckland in New Zealand, deepening his paediatric skills relevant to Tuvalu's young population. He has completed a WHO Western Pacific–supported certificate programme in NCD Management, covering diabetes care, hypertension management, and cardiovascular risk reduction tailored to Pacific island resource contexts. He attends Pacific Island Medical Association conferences and participates in distance learning and tele-education programmes offered by the University of the South Pacific and WHO to maintain clinical skills in a remote setting.

Dr. Telavi's general medical practice covers the conditions most prevalent in Tuvalu. In child health, he conducts structured growth and developmental surveillance, manages childhood asthma and recurrent respiratory infections, treats diarrhoeal disease and dehydration, and runs the national immunisation programme. He screens for and manages early-onset type 2 diabetes in adolescents — a growing concern given Tuvalu's epidemiology — and manages chronic hypertension. Skin infections including tropical sores and scabies are common presentations. He provides antenatal care for low-risk pregnancies and refers high-risk cases to Fiji. He also coordinates the visiting specialist clinics — from Fijian and New Zealand ophthalmology, dental, and surgical teams — that periodically provide services to Tuvaluans who cannot travel abroad.

Dr. Telavi consults in Tuvaluan and English. The very small number of international visitors — development workers, climate researchers, and occasional volunteers — who visit Tuvalu and require medical care are directed to Princess Margaret Hospital. Medical evacuation to Suva, Fiji is available for conditions beyond local treatment capacity and is coordinated through the Ministry of Health. He advises all international visitors to Tuvalu to carry travel health insurance with evacuation coverage, their vaccination records, and a supply of any prescription medications. Over-the-counter medications and pharmacy facilities are extremely limited on the island.

Dr. Telavi is a member of the Tuvalu Medical Association and the Pacific Island Medical Association (PIMA). He has been recognised by the Tuvalu Ministry of Health for his commitment to serving the Funafuti population and for his role in coordinating visiting specialist teams and medical evacuations. He contributes to WHO Western Pacific NCD surveillance data collection for Tuvalu and participates in Pacific health policy discussions on the health impacts of climate change on small island developing states.
