Dr. Moses Kizza Ssebuggwawo

Dr. Moses Kizza Ssebuggwawo is a psychiatrist at Butabika National Referral Mental Hospital in Kampala — Uganda's principal dedicated psychiatric institution and the only national referral hospital for mental health in the country. With over 12 years of clinical experience in psychiatry, Dr. Ssebuggwawo provides specialist mental health care to patients from across Uganda, managing a broad range of psychiatric conditions including schizophrenia, bipolar disorder, depression, post-traumatic stress, and substance use disorders. Uganda has a significant mental health treatment gap — the majority of the population lacks access to specialist psychiatric care, with a disproportionate burden of untreated psychotic and mood disorders in both urban and rural communities. Dr. Ssebuggwawo works within both the inpatient wards of Butabika and community-based mental health programs, helping to extend psychiatric care beyond the hospital walls through community health worker training and outreach clinics.

Dr. Ssebuggwawo completed his MBChB (Bachelor of Medicine and Bachelor of Surgery) at Makerere University College of Health Sciences in Kampala — East Africa's oldest medical school and Uganda's premier medical training institution. He subsequently earned a Masters of Medicine (MMed) in Psychiatry, also at Makerere University, which involves two years of full-time supervised specialty training in adult and child psychiatry, psychopharmacology, psychotherapy, and mental health policy. His MMed training at Butabika Hospital gave him immersive exposure to high-volume, high-acuity psychiatric practice in a resource-limited setting. He additionally completed training in Addiction Psychiatry through an East African regional programme, gaining expertise in alcohol and substance use disorder management — a growing clinical priority in Uganda's urban centers. He maintains continuing education through the African Association of Psychiatrists and Allied Professions.

Dr. Ssebuggwawo's psychiatric practice at Butabika encompasses severe and complex mental illness. Psychosis management — including first-episode schizophrenia, acute psychotic presentations, and treatment-resistant schizophrenia — is his primary clinical focus, given the high volume of psychotic patients admitted to the national psychiatric hospital. He manages mood disorders including major depressive disorder and bipolar disorder with medication and where available, structured psychological interventions. Substance use disorders — particularly alcohol use disorder and cannabis-related psychosis, both common in Uganda — are a major component of his community mental health work, using harm reduction, motivational enhancement, and structured withdrawal management. He has particular interest in post-conflict and trauma-related mental health, reflecting Uganda's history of internally displaced populations and refugee populations from neighboring countries. He also provides mental health consultation-liaison services for Mulago Hospital's general medical wards.

Butabika National Referral Mental Hospital serves all patients in Uganda including foreign nationals and expatriates requiring psychiatric care. The hospital is accessible by international health insurance coverage and receives referrals from private hospitals in Kampala for patients requiring inpatient psychiatric admission. Private mental health clinics and counselling services are also available in Kampala for expatriates who prefer a non-institutional setting. Uganda's mental health advocacy organizations and NGOs — including the Mental Health Uganda organization — provide information and linkage to care for international residents. Dr. Ssebuggwawo consults in English, Luganda, and Swahili. For international patients, psychiatric emergencies can be managed through Aga Khan Hospital Uganda or International Hospital Kampala, which have psychiatric consultation services.
